Job Description

Kapasa Makasa University is a Public University based in Chinsali District of Muchinga Province in
Zambia. It was established through a government gazette and officially declared an independent
public university on 4th June 2021. Kapasa Makasa University seeks to employ a Registrar.

Job Title: REGISTRAR

Position Summary

The Registrar provides strategic leadership and oversight in all aspects of the University operations.
The position plays a critical role in the University's development trajectory by effectively providing
strategic oversight and management for the maintenance and integrity of all administration,
academic, research and innovation, revenue generation and cost effectiveness, human resources and
asset management, public relations, compliance with all government regulations, and the
establishment and maintenance of processes for the equitable and consistent formulation and
administration of policies and procedures as they relate to the strategic growth of the University. The
Registrar provides strong leadership consistent with the academic goals and mission of the
institution and leverages best practices to provide a student-centered approach, emphasizing
exemplary service to all constituents. The Registrar establishes systems and procedures for quality
management including performance standards and evaluations and ensures compliance with
certifying organizations and government requirements.

Job Purpose

The Registrar reports to the Vice Chancellor and is responsible for planning, coordinating,
organizing and directing the general administration of the university in conformity with the
requirements of national legislation pertaining to higher education, the university's strategic
framework, and the policies and procedures of the institution approved by the University Council.

Key Performance Areas and Accountabilities

  • Direct all the University's strategic functions relating to the administration of the University.
  • Plan and coordinate University Council and Senate activities effectively and efficiently.
  • Custodian and maintenance of the institution's seal and all official records.
  • Facilitate the development, implementation and review of strategies, policies and regulations.
  • Direct functions pertaining to student's registration, admissions, examinations, graduations, certification and general academic affairs of the University.
  • Ensure compliance with legal requirements.
  • Provide the required institutional conditions in which the activities of the University Council, Senate, and University employees deliver on key performance targets as prescribed in the strategic plan of the University.
  • Plan, direct and maintain infrastructure development in the University and its Campuses in the quest to attain a conducive learning, research and innovation, and sustainable financial environment in the University.
  •  Provide guidance and advice to all stakeholders on the University's business, ethics and good governance and best practices in management.
  • Plan and direct work plans, annual operations and capital budgets, and quality control and assurance.
  • Ensure equity in the staff complement and continuous staff development.
  • In collaboration with other specialized departments, plan and execute revenue generation strategies and ensure all University activities are conducted in a cost-efficient manner.
  •  Plan and ensure the provision of safety, health and security to the environment, persons and property. 
  • Prepare quarterly and annual performance reports.
  • Ensure timely, effective and efficient dissemination of the University‟s general information within and outside the University.

Qualifications, Experience and Skills

  •  Grade 12 School certificate with five(5) 'O' levels credit including English Language
  • Bachelor's degree in Human Resource Management, Business Administration, Public Administration, Law, Education or any other relevant qualification.
  • A master's degree in a related field.
  • Minimum five (5) years in a senior management position in a current or previousorganizations within or outside Zambia. Experience in a higher learning institution will be added advantage.
  • Must be Member of the Zambia Institute of Human Resource Management.
  • Excellent verbal and written communication skills
  • Must be a Zambian citizen not less than Thirty (30) years of age.

Tenure of Office
A Three (03) year contract will be offered to the successful candidate. However, subsequent
contract offers by Council may be granted upon satisfactory performance by the job holder.
